Based on a cluster competitiveness approach, the CAPS program undertakes technical assistance to develop the capacity of institutions and companies. A focal point of the program addresses the needs of cluster companies and managers, improving their ability to market products and influence government, while providing a sound platform to develop and implement their individual objectives. The program delivers its assistance via four primary components: CAPS also conducts outreach programs to educate the public on the elements and advantages of a competitiveness-focused economy, and provides capacity building grants to institutions doing economic and policy research. |
